II. Organizational Context

UNIFEM is the women’s fund at the United Nations with the objective of providing financial support and technical assistance to innovative programmes and strategies that promote women’s human rights. UNIFEM promotes gender equality and links women’s issues and concerns to national, regional and global agendas by fostering collaboration and providing technical expertise on gender mainstreaming and women’s empowerment strategies. Placing the advancement of women’s human rights at the centre of all of its efforts, UNIFEM focuses its activities on the following strategic areas:

  • Reducing feminized poverty;
  • Ending violence against women;
  • Reversing the spread of HIV/AIDS among women and girls;
  • Achieving gender equality in democratic governance in times of peace as well as war.

The goal of UNIFEM presence in Viet Nam is to ensure that gender equality and women’s empowerment are achieved and women’s human rights are promoted and protected. UNIFEM has supported and implemented programmes and projects on supporting the Convention of Elimination of All Forms of Discrimination Against Women (CEDAW), addressing an intersection between HIV/AIDS and violence against women in the north of Viet Nam through support of the UN Trust Fund in Support of Actions to End Violence Against Women, and supporting the implementation of Law on Gender Equality. UNIFEM is also a co-convener of UN Gender Programme Coordination Group (PCG) that provides both technical support and tools for, and monitors implementation of, gender mainstreaming of the Viet Nam United Nations Country Team (UNCT) through the PCGs. 

UNIFEM is developing programmes and projects in strategic areas in support of Viet Nam national priorities in gender equality and women’s advancement, including gender responsive budgeting, ending violence against women, migration and gender and climate change. As such, the UNIFEM office in Viet Nam seeks to recruit a qualified Senior Programme Officer to support the Country Programme Manager in programme/project planning, development, implementation and monitoring as well as to provide inputs into national and UNCT processes drawing on UNIFEM’s technical resources and programmes to leverage and ensure results.

III. Functions / Key Results Expected

Ensure effective support to the Country Programme Manager (CPM) in:

  • Programme Management
  • One UN/Delivering as One Activities in country
  • Partnership, Networking and Advocacy

1. Programme Management

  • Thorough analyzing and researching of political, economic and social situations of Viet Nam. In consultation with the Country Programme Manager identify strategic entry points for UNIFEM programme in Viet Nam in line with the UNIFEM Strategic Plan 2008-2011, One Plan documents, national priorities and other guiding documents.
  • Developing concept notes and proposals as assigned in strategic areas of programming; consolidating inputs in preparation of detailed annual workplans and budget plans.
  • Ensuring effective, consistency and timeliness of day-to-day management of programmes, especially gender-based violence and migration, guided by programme documents, workplans and budgets; providing technical guidance to programme staff in implementation of programmes/projects.
  • Ensuring implementation/establishment of effective and consistency monitoring system to track timely progress towards results; analysing and assessing progress of project implementation and identifying constraints and gaps in implementation as well as recommending appropriate responses
  • Consolidating annual reporting processes for the UNCT and the UNIFEM Sub-regional Office in Bangkok; preparing reports and donor reports as required.
  • Contributing to the guidance, supervision and evaluation of the performance of programming staff.

2. Partnership, Networking and Advocacy

  • Represent UNIFEM with government and non-government organizations, donors, individuals and organizations.
  • Developing of partnerships with technical personnels from other UN agencies, civil societies, private sector, donors and government organizations working on gender equality and women’s empowerment and identifying support as necessary.
  • Coordinating with national women’s groups and leverage necessary support for the women’s groups including capacity development and advocacy support.
  • Representing UNIFEM at sectoral and donor meeting and any other meetings as requested
  • Planning and implementing regular monitoring activities (periodical meetings, annual reviews, etc) among implementing partners and stakeholders to provide up-to-date information, feedback on the status of project implementation.
  • Collecting, analysing and disseminating in a timely manner progress reports in consultation with partners, stakeholders, and other relevant sources of information

3. One UN Responsibilities include:

  • Participation in One UN initiatives, especially the Gender PCG’s activities.
  • Contribution to documentation and sharing of good practices identified by the Gender PCG
  • Feedback to Gender PCG on work of other PCGS and working groups as necessary on implementation of UNCT’s Gender Mainstreaming Strategy
  • Consultation with Country Programme Manager on UNIFEM participation in strategic discussions, and decision making in terms of country strategy, One Plan 2012, inputs into national policies and strategies and sectors of interest, locations and programme size, etc…
  • Represent UNIFEM, and act as a gender focal point in the following PCGS and Working Groups: Gender PCG, Joint Team on HIV, Governance PCG, and Protection PCG.

4. Undertake other activities as requested by the Country Programme Manager


IV. Recruitment Qualifications

Education:

Masters Degree or Equivalent in Gender and Development Studies, Social Sciences or related fields

Experience:

  • At least 5 years progressive experience in the area of gender and development in Vietnam, including policy and programme implementation related to the promotion of gender equality and programme management.
  • Experience in gender mainstreaming at a country or agency level.
  • Excellent communications skills, strong interpersonal and networking skills.
  • Practical experience with coordination and facilitation of multiple partners.
  • Excellent team player with the ability to work under pressure and to meet strict deadlight.
  • Excellent communication skills, public relations and interpersonal skills.
  • Ability to multi-task.
  • Excellent relations and experience working with/at public and civil socities on gender and development.
  • Willing to undertake missions within country and abroad.
  • Ability to work productively and cooperatively in multi-cultural team environment.
  • Analytical thinking and problem solving abilities.
  • Able to document and capture good practices and encourage UN staff to do the same

Language Requirements:

Fluency in spoken and written English and Vietnamese.

  • Demonstrated ability and experience in planning, implementing and monitoring technical cooperation activities and project. Good computer skills (MS Words, EXCEL, Power Point).

  Coordination Effectiveness

  • Ability to lead the implementation of UNIFEM’s project activities
  • Ability to build and sustain effective partnership with other UN agencies and main government and NGO partners.

  Knowledge management and learning:

  • Strong practical knowledge on gender and development issues in Viet Nam and proven track record in sharing knowledge and experience.
  • Knowledge and experience in gender analysis and gender mainstreaming in the specific country context of Viet Nam, and in the institutional context of the One UN.

  Leadership and Self-Management:

  • Focuses on result for the client and responds positively to feedback
