REVIEW OF DOMESTIC VIOLENCE LEGISLATIONS AND GOOD PRACTICES
IN THE ASEAN REGION
FOR
THE ASEAN REGIONAL WORKSHOP ON DOMESTIC VIOLENCE LEGISLATION

UNIFEM is searching for a qualified organization or a team of consultants to review domestic violence legislations and programmes to prevent and respond to domestic violence in ASEAN countries and other regions for presentation at the UNIFEM supported ASEAN Regional Workshop on Domestic Violence Legislation to be held in Hanoi, Vietnam from 20-21 October 2008 for ASEAN Governments.

Guidelines for the Submission of Proposals

What is the format for the proposal?
Given the attached Terms of Reference, the proposal should contain, at minimum, the following:

  1. A brief technical proposal including,
    1. The a proposal on how the review of DV legislations and programmes will be approached
    2. Composition of the review team: summary of collective and individual expertise, and delineation of responsibilities within the team
    3. The proposed work plan based on the general timeframe in the TOR
    4. Institutional profile: brief description of relevant experience
  1. A budget proposal including the travel budget for the team leader to present the review results at the ASEAN Regional Workshop in Hanoi, Vietnam.

Applicants may include Annexes (supporting documents) such as CVs of the evaluation team,  company brochure, and previous researches and publications relevant to the assignment.

What criteria will be used for the selection of the organization /consultant team?
Organizations/Consultant Team will be selected on the bases of technical (70%) and financial (30%) assessments.

The technical assessment will review the following;

  1. Soundness of review methodology to meet the purposes of the review
  2. Evidence of the subject expertise of the proposed team
  3. Realistic work plan to complete the review in the required timeframe

When is the proposal due?
Proposals are due by COB 22 August 2008
