Introduction
UNIFEM is the women’s fund at the United Nations. It provides financial and technical assistance to innovative programmes and strategies to foster women’s empowerment and gender equality. Placing the advancement of women’s human rights at the centre of all of its efforts, UNIFEM focuses its activities on four strategic areas:
- Reducing feminized poverty;
- Ending violence against women;
- Reversing the spread of HIV/AIDS among women and girls;
- Achieving gender equality in democratic governance in times of peace as well as war.
Tasks
The Leadership and Capacity Building Programme Officer will work in partnership with other Programme Officer and the Finance and Office Manager, and will be responsible to the Programme Manager, UNIFEM Aceh Project Office. She/He will ensure the deliveries of implementation plan on the leadership and capacity building programme through UNIFEM’s partner NGOs, Government agencies and women’s networks who will be granted contracts approved and issued by the Regional Programme Director (RPD), Bangkok on the advice and recommendations of the Programme Manager, UNIFEM Aceh Project Office. The Programme Officer will keep proper records and copies of all grants and programmes related document in his/her custody for the Programme Manager, UNIFEM Aceh Project Office, and exercise close supervising of work on the ground.

Duty Statement of Programme Officer for Leadership and Capacity Building
The Programme Officer will be based in Banda Aceh. He/She will work closely with the Programme Manager of UNIFEM Aceh Project Office, relevant UN agencies, local and international NGOs, and Government Departments and Institutions working on the ground, in partnership with other Programme Officers, who will also be based in Banda Aceh.
The Leadership and Capacity Building Programme Officer’s principle tasks will be:

Undertake desk-secondary research, relevant needs assessment and analysis of women’s situation, gender specific vulnerabilities, and their needs (with inputs and the help of knowledgeable local women’s groups, institutions and NGOs), in developing the implementing the project, Strengthening Women’s Legal Rights in Aceh, a response to the need of recovery and convergence on women leadership and capacity building in the post tsunami and post-conflict Aceh..

In consultation with multiple stakeholders on the ground, develop a detailed partnership framework and guidelines on leadership and capacity building for women on legal rights issues related to the project, by identifying specific priorities, quick impact projects, budgets and time frames keeping in mind the overall Programme period, to be considered and further discussed with Programme Manager, UNIFEM Aceh Project Office for final approval.

Help prepare and finalize the Programme proposals with implementing partners for Programme Manager’s endorsement, who will then send them to the UNIFEM ESEASIA Regional Office in Bangkok, with relevant documentation and justification for necessary approval and disbursement of funds.

Monitor the work of implementing partners through clear work plans and time bound deliverables, including the preparation of periodic reports as may be stipulated in the Project document and/or by Programme Manager.

In partnership with BRR, the Women Empowerment Bureau of NAD, the Women Policy Network, and the Gender Working Group (GWG), identify the needs and support for capacity-building efforts on leadership and capacity building for members of women’s networks and organizations with the help of capable training organizations/ support groups in implementing the BRR’ Gender Policy and Strategies.

Work closely with the Documentation and Reporting Officer to facilitate a News-Update facility that would track the Qanun making process in Aceh leading to supporting women’s needs, facilitate capacity building, create awareness of support services and schemes, create linkages, highlight leadership roles played by women, explore livelihood options, bridge initiatives, feed information to relevant agencies and institutions.

Map existing resources for women including organizations, schemes and networks and build comprehensive data base for better coordination and implementation of programmes and activities related to women in convergence of both the post-conflict and post-tsunami recovery, rehabilitation and reconstruction.

Facilitate gender sensitization of media to highlight women's leadership role in recovery and advocate for gender equity in recovery efforts.

Participate in coordination and working group meetings for women leadership and capacity building issues on the ground convened by the UN, INGOs, government offices, as well as local NGOs as required or as directed by Programme Manager.

Other tasks as required by the Programme Manager, and/or the office of the Regional Programme Director in Bangkok.

Qualifications
-
Master’s degree in law, public administration, social development, sociology, gender or other relevant field;

Minimum of 2 (two) years of relevant professional experience preferably in the field of law and social development, human rights, and/or justice related projects;

Understanding of the province-region, its local conditions, religions (including Syariah) and cultures;
-
Knowledge and working experience in the application of Human Rights Convention such as CEDAW, Convention on the Rights of Children, etc.

Excellent management, communication, interpersonal and liaison skills;
-
Excellent spoken and written Bahasa Indonesia and English is essential;
-
Facilitation, training skills highly desirable;
-
Proven capabilities with computers to keep records and produce reports;

Commitment to the United Nations principles and demonstrated ability to work in harmony with persons of different national and cultural backgrounds;

Immediate availability.
