Terms of Reference.

Background
 
The United Nations Development Fund for Women (UNIFEM) is the key agency within the UN system with a mandate to work on women’s empowerment and gender equality. It provides financial and technical assistance to innovative programmes and strategies that promote women’s human rights, political participation and economic security. Within the UN system, UNIFEM promotes gender equality and links womens’ issues and concerns to national, regional and global agendas by fostering collaboration and providing technical expertise in gender mainstreaming and women’s empowerment strategies.

Duties and Responsibilities
                    
Under the guidance and supervision of the Country Program Manager, the Program Assistant provides administrative and financial support services ensuring high quality of work, ensures accurate, timely and properly recorded/documented service delivery. The Program Assistant promotes a client, quality and results-oriented approach.

The Program Assistant will perform the following duties and responsibilities:

Administration and logistics

  • Maintain an effective office filing system, both hard and soft versions and ensure effective follow up system;
  • Arrange appointments for the Country Program Manager and other Program staff as designated, and maintain the Country Program Manager's calendar, receive visitors, place telephone calls and emails;
  • Type and / or draft documents, reports and correspondence as directed;
  • Undertake basic interpretation /  translation work as required;
  • Make travel arrangements and prepare travel claims;
  • Make arrangements and assist in preparation and follow-up of meetings, trainings and presentations.

Financial

  • Prepare financial claims;
  • Assist in the preparation of project budgets and revisions and maintain necessary financial records at country level, in compliance to the UNDP ATLAS system;
  • Coordinate and manage financial disbursements and banking for Bangkok office and liaise with the CEDAW and Migration Program Admin-Finance Assistants and Program Assistant on administrative and financial matters such as procurement and supplies;
  • Assist the in tracking programme expenditures on a regular basis;
  • Prepare financial reports at country level for the office as well as for UNIFEM East and Southeast Asia Regional office in Bangkok.

The key results of the work of the Program Assistant will impact on the execution of the UNIFEM Cambodia Office's administrative/logistical services  in terms of quality and accuracy of work completed.  Accurate data entry, presentation of information and client-oriented approach strengthens the capacity of the office in the provision of administrative/logistical services.

Recruitment Qualifications

  • 3 to 5 years of relevant administrative experience.
  • Experience in the use of computers and office software packages (MS Word, Excel, etc.).
  • Experience in handling of web-based management systems.
  • Good command of English
  • Fluency in Khmer
  • Bachelors degree

NOTE: Under the terms of the contract type, this position is only open to Cambodian nationals.
